Actually, this is a development of the past century only, with the
invention of the mechanical typewriter. Before that (and always
in Quebec), accents on capital letters were usual, and even
now they appear in dictionaries, where keywords are in ALL CAPS.
I expect that with the increasing ability of computers to do
high-quality multi-language typography, there will be a gradual return
to the previous standard. It is after all logical, and
what is not logical is not French. :-)
