For me, yes & no.
My Palu f'Dule grew orignally from my interest romanized Japanese plus a
formalization of the shorthand I used when attending college. I later
adapted it to a non-human race resembling hedgehogs on a semi-arid planet.
My Bes Dis'z grew from trying op create a an agglutinating language from
monosyllabic CVC roots. I later adapted it to a different non-human race of
trilaterally symetric starfish.
My Nenshar came from an attempt to create a language based solely on objects
and their states as supposed by Vance in _The Languages of Pao_.
My latest doodling, Laafaah, came from needing a language for race of
serpent men for an RPG, some cultural aspects of which have been pre defined
by H.P. Lovercraft and Thomas Smith.

My native culture as in the one in which I was born? Ugh, no. As in the
personal one which I've built during my life? Somewhat.
