I think it is not such a problem. Since the only important thing is the
difference in height, the vowel will get colored by the surrounding
consonants. So I can imagine something like /ti-/ becomes [ti], /p@/
becomes [pa] etc. You only need to have symbols to differentiate the
height. /e/ and /a/ could do.
BTW, you mentioned clicks? Clicks only occur in Southern Africa and you say
you are influenced by America. Do you mean ejectives and/or glottalics
and/or clicks?
