Not really, "chotto" does mean "little" but tends to be said when you want someone's attention - as in "chotto (sumimasen)". I think "anoo" or even "eetoo" would be closer to "umm". Also, depending on the speaker's emphasis of the word, "chotto" can also be used like "stop it!"
