Among the Praxians, the herds of other Clans exist only for the purpose
of being raided.  All property and even the very lives of those not of
the Clans exist only for the purpose of being taken and used as the Clans
see fit.  Foreigners are a type of animal.  Praxians do have rituals that
convert such animals into people, and vice-versa, of course.
