I don't read either of those lists, but might it be that they are more
directed toward "technical" issues, such as where to place
islands, planets or cities, whether to use monarchy, despotism or
democracy, etc. (My particular examples are probably a result of my
playing Freeciv for the last couple of days.) Then there might still be
room for another list devoted to culture.
