You might look at what already exists for blind users. I know very
little about this issue, but obviously for some people it is vitally
important. After all, the letters "GUI" stand for "Screw You, Blind
Guy."
Until such time as a useful fully tactile interface appears, speech
*output* at least is going to be vitally important for one segment of
the population.
