The problem is that English pronunciation varies quite widely with
dialect. (Ever think about vowel representation differences between
British English and Texan? :-P) It'd be hard to come up with a phonology
that works for everyone, unless you single out a particular dialect, which
then will be objected to by people who prefer another dialect.
