Well one thing you could do, fi digraphs don't bother you is the following:
i ui eu u
e ui eo o
ae a
So that "u" (or alternately "o") is used as a marker for rounding in front
vowels and "e" is used as a marker for unrounding in back vowels. That way
you could ditch "y" and "^" altogether. Just a thought.
