Yes, but what kind of foreigners? It was never applied to those of Germanic speech, nor seemingly to the Irish. (The meaning "slave" is obviously derivative.) Only Romans and Romano-Britons were called "walh". -- John Cowan cowan@ccil.org e'osai ko sarji la lojban.
