Oversight here. I forgot to list ng /N/, which results from "nasalization"
of g. (The other nasal mutations:
b > mb = m
c > gc = g
d > nd = n
f > bhf = bh/mh
g > ng
p > bp = b
t > dt = d
That adds only two more consonants since /N/ comes in palatal and velar
versions, so that's a total of up to 38.
