No, _`ayin_ is a voiced *pharyngeal* fricative (CXS [?\]). At least in standard Arabic. It wouldn't surprise me if it had shifted to [h\] in some dialects, though. The sounds are similar enough - but they aren't the same. Greetings, Jörg.
