[c] is palatal all along, even when you begin to pronounce the sound. The whole phone is at *one* PoA. With [t_j], you begin dental or alveolar (whatever your own kind of [t] is) and end up palatal. During the phonation of [t_j], you *change* the PoA. That's why palatalisation is a diacritic in IPA: you can apply it to any consonant, except palatal ones ;)) (and indeed, languages like Irish Gaelic and Russian basically double their consonant sets by adding palatalised consonants).
