Eehhh . . . maybe. But then what is the difference between [c] and [t_j]?
I was originally confused because I was reading something that gave the
phonemes of Vietnamese in IPA - and then went on to explain each one using
a completely DIFFERENT transcription system based on "English phonetics",
in which <c> stood for /k/ and <ch> for /c/! (And I know that's how it
is in the actual Vietnamese alphabet, but this was a separate, third system,
used to "explain" the alphabet; the IPA was never used again after the
original phone list. Grr.) Anyway, once I figured that out it all made a lot
more sense. :)
