It means: in all unordered lists, put 1.5em of padding on the left.
That seems pretty straightforward. :)

An "em" is a unit of width equal to the height of the font - so called
because historically M's were square.

Padding is like margins, only on the inside of the block.  Imagine
sliding rectangles of paper around to set up the layout of a newspaper
page, like they did in the old days.  Extra space between the
rectangles is margin space; extra space within the rectangles, pushing
the text away from the rectangle's edge, is padding space.
