The internal story is that Ruumil invented writing in Eldamar before the
birth of Feanor, who later made a reform and systematization of Ruumil's
system, so thorough as to be regarded as a new system. The Ruumilian
letters were called sarati "scratchings", while the Feanorians were called
tengwar "signs" -- the latter cognate with tengwe "token", both from the
root TEKE, originally meaning "to indicate", but later coming to mean "write".
Externally Professor T. was of course both inventor and revamper --
probably reflecting his acquisition of more sophisticated knowledge of
phonetics.
