Here's how it breaks down for where I live (Monterey, California, North
Central Coast):
Between 30 and 25 F (-1 to -4 C) is freezing (an average winter here, it
wont drop lower than that), 30 - 45 (-1 to 7 C) or so is cold, 45 - 60 (7
to 15 C) is chilly, 60 - 80 (15 to 25 C) is warm. Above 80 (25 C) is hot.
100 and above (37 C) is downright unbearable ;). We never really get much
warmer than 80 usually, and in winter we barely drop below 32 degrees F.
Then again I live in USDA zone 9b / Sunset zone 17, which is warm
temperate approaching subtropical.
Conculturally, this has affected the type of gardens and plants the
Montreianos in and around the capital of Montrei grow. They favor
subtropicals and hardy tropicals for decorative gardens. Citrus, Avocado,
and Dates (in warmer drier inland districts) are grown, as well as
ornamentals like Bougainvillea, Bananas, Parajubaea cocoides (Quito
palms), Archontophoenix cunninghamiana (King Palm), and canna.
(yep, these are all plants I adore ;))
