Well, yeah.  It starts out with English, I'm pretty sure, and
thereafter,
it only works with what you give it.  In order for it to produce
any language, you need to feed it a *lot* of input.  There are lots
of people online that use natural languages; very few that use
conlangs (especially your own conlang, unless your name is Zamenhoff
of Tolkien).  In order for it to get it, and start answering in your
conlang, you'd have to feed it a TON of input.  Like, hours and
days worth.  If you did that, though, it might be able to produce
some interesting results.
