That depends on how the system works, I guess. If it is a simple
majority-wins system, then "0" wouldn't do anything but show the level of
voter-apathy toward a particular candidate. If you had a system where the
elected official had to receive more than a certain percentage of the total
votes (say 30%) and have the highest number, then votes of "0" would be a
way for the voters to reject candidates forced upon them by the parties.
Frankly, anybody who can't get 30% of the total votes has no business
deciding policy for the country/state.
