Well, W. Lehmann, in his book, _Proto-Indo-European Syntax_, argues that
PIE was SOV. IIRC, he bases his arguments on documentary evidence from
the earliest attested IE languages. Typologically speaking, these early
languages all show definite SOV properties, so he reasons that PIE must
have been SOV as well.
