I'm almost certain it was a spoken language. Though that's only
extrapolating from context; a couple of years ago (it might actually
have been four years, god I'm getting old[1]), someone did a talk at the
Melbourne Science Fiction Club about conlangs in SF stories and for some
reason mentioned this one.
[1]: Sorry for all you others, but it's true. I'm no longer just getting
old, but a past of four years ago can still be relevant to today. That's
a poor explanation, but still...
