Well, in his political capacity that is certainly correct, but unlike
most other heads of state, the Pope has a capacity that is not
political: *servus servorum Dei*.
The Queen of England etc. also has a non-political capacity, come
to think of it: *fons honorum*. AFAIK she is the only monarch who
still dubs knights, as opposed to nominating members of orders of chivalry.
