I couldn't make heads or tails of this at first ("Are the first two words an
insult?" I thought), but now that I know what it's supposed to say, I think if
someone were *saying* it, and I wasn't trying to *read* it, I would be able
to understand.   It would just sound like a five year-old making a funny voice.
  The true test, though, would be to say this to someone who hasn't heard
about this thread and see what happens.
