Ogoneking the Consonants

Are there any natlang orthographies that use the ogonek
diacritic with consonants? I'm trying to reduce the
number of diacritics needed to Romanize Boreanesian. What
I have been doing was using three different diacritics
based on the IPA; superscript tilde for nasalization,
subscript tilde for stiff voicing, and subscript bridge
for lamino-dentialveolar sounds. But now I'm thinking,
why use different diacritics for consonants and vowels
when the same can be used for both but for different
purposes? So I'm thinking of using the ogonek with vowels
to represent nasalization, and with consonants to marks
lamino-dentialveolar sounds. A circumflex could be used
to mark stiff voicing.

Suggestions/comments please!

BTW, how do you represent the ogonek in ASCII?
