Indeed. I've had a handful of Canadian TAs for classes, and they all seemed
as qualified as the US ones.

Hmm... what taxes would those be? Texas has an extremely low tax burden relative
to other states -- no personal or corporate income tax at either the state or the municipal
level, and minimal sales and property taxes. (This is naturally because Texas also has a
minimum in social services.)
But as for the out-of-state tuition, and the exchange rate between the two dollars,
sure.
