Not to use on webpages (though there .svg might/should eventually work) but as a storage format. There are lots of *programs* that can handle vector graphics (like coreldraw to pick a windows program), and if we ever publish a book with the flag, they're much preferred by professional printing places (also the t-shirt-printing kind). This way it could be converted to the desired size by the end-user instead of having lots of almost equal variants floating around. As for ratios, I vote for the golden mean throughout. t.
