I think that it is better, in English and Russian, to undo the vowel reductions
when mapping to an IAL; in this case, leave the "o" as an "o".   This also
improves recognition from other languages.

Since it is a Spanish word, and Spanish prefixes "e", why not copy them?

Not that this is too shabby, since it matches Latin "Hispania".
