I'm not sure if i'm understanding what the problems you're having are.
If you haven't yet, you could try right-clicking and saving the mp3 to
disk instead of your browser reading it straight off the internet.
I'm not sure about programs to record-and-play mp3s.  For recording my
files i used the sound program Audacity with an extra program their
website directs you to that it uses to save files as mp3s. For playing
mp3s i use WinAmp.
