I was gone from the list for a while when that term was coined, but it
refers to a conlang that is engineered to meet some (pre-determined or
evolving) set of requirements, as opposed to artlangs which allow
more-or-less unfettered creativity into every aspect of construction.
At least, that's how I've understood it.
