Unless they're interested in finding primitive peoples, listening for
radio signals would be an easy way of detecting a civilization at a
certain level of sophistication, but still primitive to them. Of
course, if they were interested in *really* primitive peoples, they'd
have to go around looking at every potentially life-bearing planet.
