What do you mean by "phonetic type"? You're obviously not meaning "phoneme", since English don't have even close to four houndred of them (it's closer to forty, but I'm to lazy to check right now, and it varies from dialect to dialect in any case). Syllables? Assuming twenty possible onsets, ten possible centers (vowels) and twenty possible codas (all underestimates of the English inventories), we land on 4000 possible syllables. So what are you talking about? No matter what you mean, I very much doubt that thinking speed is seriously affected by linguistic issues (for starters, you may want to recheck your assumption that the time needed to analyze one unit out of a set of two is the same as the one needed to analyze one out of a set of four houndred).
