Does Unicode specify this behavior?
It looks to me like the Vietnamese behavior is intended to look pretty -
the breve and circonflex appear to stack with most of the tone marks and
deflect the acute and grave to the side
My suspicion is that the differing behavior you see in some other cases
is because Vietnamese is one of very few languages that needs handling
for multiple combining diacritic stacking, so font designers aren't
necessarily coding for it unless it's for a specifically
Vietnamese-relevant project.
