This is just a problem of notation. Although the SAMPA chart has [ { ] for the unrounded vowel and [ & ] for the rounded one, many people on this list prefer to use [ & ] for the unrounded vowel, presumably because [ & ] is a much better-looking symbol -- [ { ] looks like punctuation. Doug
