That is what I meant.  The idea is that a suitable font would contain
a mandatory ligature that would display the /| glyph instead of a
sequence of U+02E9 (1 level) followed by U+02E5 (5 level) character.
In the rare cases where you actually want the glyph of U+0239 followed
by the glyph of U+02E5, you interpose U+200C, the zero-width non-joiner,
which breaks up ligation.
