It wasn't an opinion or a rule, but an observation about the
Declaration of Independence document. "When in the course of human
events, it becomes necefsary..."
Sure, but that's text that someone typed in. If you check out an
image of the actual handwritten document, e.g.
http://www.au.af.mil/au/awc/awcgate/readings/declaration_image.jpg
you'll see the long-short alternation in "necessary", "dissolve", etc.
