There's the ConScript Unicode Registry. http://www.evertype.com/standards/csur/ The only problem here is that I'm not sure anyone is minding the store any longer. I sent them the details for the Deini script but never got any response back.

The viewer would need the font, so yes they could if you push the font down, and all the browser issues are dealt with.

Because using private areas means you can mix scripts in the same text without changing fonts. Suppose someone doesn't have your font, then they'll see letters and may mistake that for the real script.
