and

and *not* to

Similarly,

5)      Fun is fun (but you go too far).

is like

6)      Men were men (and sheep were nervous).

and not like

7)      Pretty is pretty

which sounds totally tautological.

"Fun" is a mass noun that has acquired an adjectival sense as well.
