Am I totally deluded, or didn't Ill Dragun used to face to the
right, away from the staff?  (Or is the staff supposed to itself
be on the right?  I thought by convention the staff was always on
the left.)

Note that the Federated Kingdoms flag(s) are quarterings of the
English, Scottish, and Kemrese flags: the doubled-up case in
quadrants I and IV serves to indicate
which kingdom is actually chartering the ship, or post office,
or what not.
