TECH: Sound-Change Rules Syntax

Did I ever post asking for opinions on the parseability and computability
of a sound-change rules system I'm devising?

The document I'm using to noodle around with the format is at

Any and all comments and suggestions are welcome and solicited. The rules
themselves are incomplete, but does the format/syntax look doable?
