There's one: USAian English, Washington dialect.
Though it can be argued that any utterance in that
dialect is guaranteed to offend :).

Ha! If you don't mind me making this observation, I've
noticed that Germans are considerably less restrained
with their opinions than Americans, which is why I
love the Germans so much--they're so wonderfully
honest.
