It means nothing of the sort. It means "halfway to two", that is,
1:30, as opposed to "half past two", which is 2:30. Translating from
German into British is only muddying the waters. :)
I learned the German use first, which is no doubt why the British one
is confusing to me, but neither one seems particularly intuitive.
