I don't agree with that. As far as I can tell, most people very much distinguish English's many vowels. If you're claiming a phonetic spelling, you should be phonetic (or rather phonemic) and distinguish all vowels.

I'm not an expert on British dialects, but I don't think that British dialects differ from American in not having phonemic length.
