I don't agree with that. As far as I can tell, most people very much
distinguish English's many vowels. If you're claiming a phonetic
spelling, you should be phonetic (or rather phonemic) and distinguish
all vowels.

I'm not an expert on British dialects, but I don't think that British
dialects differ from American in not having phonemic length. What is
traditionally called length (as in "rat" vs. "rate") USED TO be truly
length, but they are now the same length, and are a different vowel.
