Development of Consemitic Bilabial Emphatic

Heya, Westasianconlang and Conlang lists!
I've decided to try and work some more on my Unnamed Semitic Conlang
project.
So far i have a chart of sound shifts that i'm pretty sure of.
But, my sound chart includes the merger of original emphatic /K'/ and
emphatic /T'/ into a new phoneme, emphatic /p'/. Does that seem like a
naturally possible change?
It'd go soemthing like:
1. /K'/ merges into /T'/ (similarly, /K/ merges into /T/)
2. /T'/ becomes labiodental (tongue extends)
3. /T'<lbd>/ becomes /t'<lbd>/ (plosivization)
4. /t'<lbd>/ becomes /p'/ (tongue retracts)
Any comments? Does it make sense?
