If I understand Stefán Einarsson correctly this is part of
the hardmæli/linmæli business. I have problems not to
pronounce <ll> as [tK], but I never heard anyone complain,
so I guess there is preaspiration in <tl> even for hardmæli
speakers, since I'd have a minimal distinction [htK]--[tK],
but people accepted my pronunciation. Or people weren't as
hard on me as I asked them to be! :-)
