All you have to do is create an account, and then you can change things
(create categories, move articles, create new answers, etc). It's not the
most obvious system, but with a little experimentation I have figured out
how to do everything that I've needed to do. I reorganized Brook's how to
find out about conlangs section yesterday.
As to the other questions, use your best judgement. The F-O'M has a
relatively simple structure, so it may not be worth too much customizing of
format. If I put it up as a regular web page, then it can't easily be
revised by others.
