Exactly my feelings on both counts, so 8\ it is!

And the fact that Swedish dialects differ in this respect is IMNSHO a good reason to have different symbols for the two sounds. My 'lect_1 has _u_ /8\/ and _û_ /8/ as distinct phonemes *and* [u\] as an allophone of /8/ but not of /8\/!
