Okay, if you don't like "gaol", then contemplate "through" /Tru/,
"though" /Do/, "rough" /rVf/, "cough" /kO:f/, "bough" /bau/,
"furlough" /fVrlo/, "borough" /bOr@ ~ bOro/, "hough" /h0k ~ hak/,
and "hiccough" /hIk@p/. The last two are probably singletons.
