If k + i -> ci and kh + i -> Ci, then you can have a rule that
palatalization turns a nonaspirate into an affricate and an aspirate into a
fricative, so that /ti/ -> [tsi] and /thi/ -> [si]. Or perhaps [tsji] and
[sji]?
