No, and there is natlang precedence: the Tbilisi dialect of Georgian has
[x] for what was the non-ejective uvular stop of Old(er) Georgian letter
_qar_. Both current reconstructions of Nostratic (Bomhard, Dolgopolsky)
relate PN /q/ to Proto-Afroasiatic (or at least Proto-Semitic) /X/ (chi).
[If you accept the Nostratic theory as valid, that is.]
