how do i subscribe to conculture?

i asked a few people, and i went to the onelist website, but nothing
seems to work.
so does anyone know for sure, exactly how to subscribe to conculture?
unless it's just been dead for the past 3 months, and that's why there
aren't any messages...

(btw, testing my 'special chars':
 áéíóú ~ aeiou with acute
 âêîôû ~ aeiou with smitchiks (circumflexs)
 ¿¡ ñð ~ upside-down ?! , S-hacek , en~e , edh)
